Uganda National Bureau Statistics (UBOS) has left a blank on a dismissed employee for not having satisfactory documents to stay in the department.
Henry Munaaba Dhikusoka together with other dismissed staff applied to court asking it to suspend UBOS management whom he accuses of unfairly dismissing something he says was in violation of the UBOS rules.
Munaaba was actually the principal officer in the Department of Risk and Compliance Management before his dismissal on gross misconduct offences.He was dismissed in February 2023.
In a statement read out by Deputy Executive Director Godfrey Nabongo and signed by the author, Dr. Chris Mukiza at a press conference held at UBOS headquarters, he said the main case is still pending in court.
Godfrey Nabongo said that Henry Munaaba Dhikusoka, John Mayende and together with other expelled colleagues decided to go to the media the main stream and social media with an intention of tarnishing the reputation of the institution and it’s leaders.
He said they wanted to tarnish the reputation of the statistics department for their aims to disrupt the census in Uganda and prevent the construction of the UBOS Entebbe building.
The Deputy Executive Director said the defamation included the following.
They went to the media and said that the term of the UBOS CEO had expired in 3/2023 which the UBOS management has said is not true because the term is still going on jjya these have not yet expired.
Mr Godfrey Nabongo has denied the allegations that UBOS is discriminatory and that jobs are given directly by the management of the agency. He said that every country is given a job in Ubos if a candidate has the right documents for the position.
Henry Munaaba Dhikusoka also ran to the media and said that the money of the department is being stolen by the officials of the department which they argue is not true every money goes through the stages to do the work.
Henry Munaaba Dhikusoka said he was fired for suing UBOS officials alleging irregularities and corruption in the department and the Deputy Executive Director said he was fired because his papers were not relevant to his work.
Godfrey Nabongo said the USA government has returned the Ushs 7 billion that inially had been earmarked to be used in health research on allegation of corruption tendencies in the department.
Meanwhile, Nabongo said that the census will go on as planned because Government has already released the funds for the exercise and procurement of the modern gadgets which will be used is on going and 20,000 workforce have already been trained.
The department have also partnered with UN in the procurement exercise of the modern electronic equipment at a low cost and this will help to save some funds.
He also said they would discuss the census which was supposed to start in 8 months after reading the report from the cabinet.
