KAKUMIRO DISTRICT CHAIRMAN SAY: PRIME MINISTER NABBAJA’S INTRIGUE AND WARS FRUSTRATES DEVELOPMENT

Health Centers were commissioned by the prime minister in the different sub-counties but they have no human resource, equipment and drugs put in them to become functional and the building are in bushes. For instance government seed schools like Kitaihuka secondary School in Kitayuka Sub-County has 24 teachers and 6 non-teaching staff has 190 students.

 While Christ The King in Mpasana sub-county with 320 students has also similar number of staff members but none of them are on government pay roll yet teachers have just been recruited by the ministry and posted to various government aided schools in the different regions.

These schools also have no laboratories, library, a computer lab and examination centers yet they are the only secondary schools in their respective Sub-counties now the residents wonder why the prime minster is not helping them to see that their schools acquire the basic requirements.

Last year some P.7 Candidates missed primary leaving exams due to poor roads because some of the bridges were washed away by floods and could not connect to different parts of the districts.

Buildings for health centers that cost government billions of shillings were also commissioned by the Prime Minister at the beginning of this year but it’s now a full year they are still lying idle due to lack of human resource and the required equipment for instance Kasenyi health centre III buildings which cost over Ushs1.7 billion were commissioned on 6th January 2023 but up to date they are still redundant.

The district chairman Sentayi Senkusu Joseph says there is a lot of intrigue among the NRM party members in the district who think they are more ‘NRM’ than others.

Sentayi says the Prime Minister is responsible for the bickering with in district NRM members as she always engages in endless wars that she even uses her influence to destabilize the district council members and this has jeopardized the running of the development activities.

“The district is now lacking a substantial chairperson of the Public Service Commission because the one who have been serving her contract ended and the law does not allow us to renew it. We are mandated to recruit another one as council but the Prime Minister is using her influence to fail us.’’ Mr. Sentayi said.

He further said that the executive nominated some person after the expire of the contract of Dr. Margret Lubega Kansiime but the speaker of the council was influenced by the Rt. Hon Prime Minister and he ruled that Kansiime should continue serving as the chairperson of the District Service Commission which is illegal because it contravenes the law which bars her from holding such office since her husband Lubega George Willy has political interest in the very district.

Sentayi also says finishing of the district office building has stagnated due to lack of funds because the funds that were released wasn’t enough to allow its completion but the big person who comes from their district has not been able lobby for them.

The Member of Parliament for Bugangaizi South one of the constituencies that make Kakumiro District Josephat  Tumwesigye when contacted on phone said that as area leaders , they are lobbying central government to avail the district funds that will allow the recruitment of health officers  and equipment such that the health facilities can become functional.

Efforts were made by the writer of this story to reach the Rt. Hon Prime Minister to have the comment on the allegations but were futile since she was not picking her known phone number.
