LC I VILLAGE LEADERS HAVE RESORT TO PROVIDING OWN SECURITY

In an effort to combat the increasing theft crime in Uganda, LC I chairpersons have resort to the earlier days of routine patrolling their villages during night hours so as ensure that their residents are secure.

The chairman Kasaato Zone in Kakajjo Parish in Kisenyi II parish in Kampala Central Division Kiwana Nkoyoyo said that many youth get spoiled when they are still very young due to the poor parenting and this has eventually caused an increase in such mode of crimes.

He said that what should be done is to go back to the old days on administering villages where residents got involves so much in security matters such that some young people join the defence secretary and commence routine patrolling of the whole village and residents contribute a token for these people.

Kiwana also asked the Inspector General of Police to allow the reinstating of police posts like that of Kafumbe Mukasa Road because the area is big that of USAFI market can’t manage alone also due to the huge population.

“ All LC I chairpersons should be vigilant and encourage their residents to have the village identity cards, it should also be mandatory for every landlord to introduce to the LCI authorities his/her tenants.’’ Kiwana said.

The UPDF OC LT. Habert Muboki in charge of Wakiso and Nansana said that some of the defensi secretaries and landlords connive with robbers who terrorize the area.

While addressing residents of Nansana East Zone in Nansana Municipality Muboki said that one time he went to arrest a group of some young men who he suspected to be criminals because of their behavior but only to be deterred by the landlord where they were renting claiming that they were her relatives.

The residents of Nansana because of the increasing levels of theft and where thieves move with pangs and other dangerous metal objects, have also resorted to taking the law in their hands and once they get a suspect the beat him to death and last week they managed to grab one suspect who was part of the group that was moving with pangs and they acted on him by the time police was called he had already breathed his last.

Nsereko Muhamad Ssebuliba the community liaison officer at Nanana Municipality Police post argued the residents to stop taking the law in their hands he said that they should arrest the suspect and after hand him/her to police.

He said that mob injustice is not allowed under the laws of Uganda but they are allowed to injur the suspect if he/she is found with a dangerous weapon.

Meanwhile police last week also shot dead one suspect and injured one who is now nursing wounds at Mulago referral hospital after foiling a gang of younger men who were operating along Sir Apollo Kaggwa road especially in the very early morning hours.
