IGP Abas Byakagaba

The Minister of Internal Affairs Maj. Gen. Kahinda Otafire has directed the new IGP Abas Byakagaba to clean the institution of Police and change its image.
He ordered him to devise plans of enhancing the welfare of the forces and also put mechanisms that will help curb corruption tendencies from the police. For several years, corruption index compiled by different organization have been ranking Police as one of the institutions that are most corrupt.
Byakagaba has just been recalled from retirement to serve as IGP, having served in different capacities such as Director of Human Resource, Operations, Head of anti-terrorism Directorate and Head of Oil and Gas Directorate that was disbanded.
He has a wealth of experience Crime Intelligence and Investigations which gives Ugandan a hope that he will be able to oversee a reduction in crime rate and corruption in Police Forces and this was also reiterated by his boss Gen. Otafire
“ I have hope in Byakagaba because i have worked with him as his boss and i know what he is capable of doing and he will clean more the image of the Police Force as an Institution.” Gen Otafire said while answering question on CBS FM radio program (Akanyomero ko)

His Facebook account shows that he studied at Kabalega Secondary Secondary in Masindi , trained by America’s Federal Bureau of Investigation (FBI).
President Museveni also made other changes in the force which saw AIGP James Ochaya appointed as Deputy Inspector General of Police replacing Maj. Gen. Tumusiime Katsigazi who as been recalled to UPDF for redeployment.

In a directive issued by the President on Friday evening also indicated other appointments for instance SCP Hadijah Namutebi was appointed to head research, Planning and Development Directorate replacing AIGP Ochaya who has been elevated to Deputy IGP while SCP Moses Kafeero is the news Human Resource Director replacing Brig. Godfrey Golooba who also goes back to UPDF.
Other saw AIGP Fadhil Kaali also appointed to head the Directorate of Fire and Rescue Services replacing AIGP Joseph Mugisa, who is about to retire in June this year. Whereas AIGP John Nuwagira is the new Field Force Unit Commander, he previously headed Operations and has been replaced SCP Frank Mwesigwa while SCP David Wasswa is the new Director of Police Counter Terrorism department formerly headed by the new IGP.
The Friday evening announcement of reshuffle indicate that a removal of several UPDF officers from the Police force leaving only AIGP Brig Christopher Ddamulira, the Director in charge of Crime Intelligence and the Criminal Investigations Director AIGP Maj.Tom Magambo Rwabudongo.
