The Attorney General Kiryowa Kiwanuka has urged court officials especially lawyers to always read red book to be updated about the current law to avoid quoting the outdated articles and chapter.
He made the caution while presiding over the launch of the grand book that contains all Uganda’s laws enacted by Parliament that have been gathered in one book dabbed as the ‘red book’.
Kiryowa said that the law requires that every after ten years this book must be revised and updated because laws in the country keep on changing whereas news are enacted.
“The supreme law requires that the Law Reform Commission guided by the Attorney General in a space of every ten years should renew Uganda’s general book (Red Volume) were al the country’s laws are compiled and kept together must be revised to gather together new ones, the old and remove those that have been outmoded,“ Kiryowa said.
“For instance he said that the idle and disorderly law was declared null and void by the constitutional court and such chapter appears in the old book and the new one doesn’t contain it some it’s incumbent on court officials and anyone else to keep updated.’’ He said.
He also said that sections of a given law and chapters also keep changing and the user may quote a chapter on a given law for example the section 20 of the divorce Act was declared null and void by the constitution court and if not removed from the book people may remain quoting erroneously.
According to Kiryowa, this 7th edition of the revised principle of laws of Uganda will come into effect on 1st July 2024 it replaces the 6th edition which contained laws functional since independence till 2003
The Chairperson of Law Reform Commission Pamela Tibihikira said that the 7th edition of the red volume contains all laws of Uganda enacted by Parliament keep on enacting new laws and repeals outdated ones all time and these laws require being bind together in one book for easy accessibility by the users.
She said that the committee put in place by the Attorney General headed by the Solicitor General have been able to harmonize these laws although it’s has taken a lot of time and delayed the law of the 7th edition by a year.
“ It become difficult to read or quote the law without referring to a particular section or chapter thus a need for the Red Volume,’’ Tibihikira stated.
She further said that the book will be in both hard and soft copy for convenience purposes and anyone who can’t afford the hard copy can access the soft one online free of charge by goggling.
