Frank Nyakana Rusa acting KCCA ED

As Kampala Capital City Authority (KCCA) gets both new Executive Director and deputy in acting capacity, high level politicians have shown less hoping as far as service delivery in the city is concerned.
This follows President Museveni’s dismissal of Dorothy Kisaka, her Deputy Eng. David Luyimbazi and the Director Public Health Dr. Daniel Okello, following the Kiteezi Landfill tragedy that causes the loss of lives close to 50 people and living scores displaced.
Frank Nyakana Rusa the former Director Legal Services has been installed the acting Executive Director to be deputized by Robert Nowere the former head of Revenue Collection and Sarah Zalwango takes the Office of Director Public Health. The new leadership is given only three months as the Minister for Kampala is searching for a substantial Executive Director.
The Deputy Lord Mayor Doreen Nyanjura who is also a senior councillor representing Makerere University asserts that the new acting leadership that have been installed in office will not do much because they have been part of the Authority’s wrongs deeds.
She said that the instructions laid down in the KCCA Act are meant to ensure that the opposition who leadership at KCCA is rendered important while popularising the ruling party but not geared towards transforming the Capital City.
“ Even if the acting Executive Director had good intentions of working for the people of Kampala, such intentions can’t be implemented because be he will also be working to please the NRM chairman just like his predecessors.’’ Nyanjura stated.
Sam Mugambe the Nakawa Division Mayor said he is not expecting anything to change because the acting new leadership have a hand in most of the scandals that have been happening at KCCA.
“ The Authority lost almost all the legal cases against it during the period at least Nyakana Rusa has been head of the legal department something that indicates the high level of incompetence now what good do you expect from him.’’ Muganbe wondered.
He also said that Robert Nowere has been Director Revenue Collection and it’s from his reign that KCCA has been spending recklessly on things that are not extending better social services to the people of Kampala.
“The trio have been at the axis of evil at the Authority, we needed fresh blood completely if we were to realize some changes in service delivery to our people but to my surprise people who have been in the accused regime are handed the office.“ Nakawa Mayor asserts.
According to the IGG’s report, Ms Kisaka ignored the closure notice of Kiteezi landfill issued by the National Environmental Management Authority (NEMA) thus operating negligently.
The Lord Mayor Erias Lukwago in an earlier press briefing called on government not to leave the dismissed trio to go scot free but should as well be prosecuted stating that their acts have caused a lot of losses to the Authority.
