Census Enumerators Stole Equipment- UBOS is Stuck with their million of Shillings

The Uganda Bureau of Statistics (UBOS) is stuck with UGX 759 Million which was part of the funds allocated to pay people who carried out the Census activity.

Some Enumeration Supervisors and their Enumerators totaling to 1,519 have not gone to UBOS to claim for their entitlement due to the condition put by the Statistics body of returning gargets before Monday is electronically wired to their respective accounts.

While addressing reporters at UBOS Headquarters in Kampala, the Executive Director Dr Chris N. Mukiza said those who haven’t received their payments have issues like mismatch for instance the name of the beneficiary not corresponding with that on registered mobile number.

The other issues are, loss of Census equipment like tablet and power bank with their accessories and the name not being submitted by the Accounting Officers of their respective Local governments.

‘Some characters of some Census Enumerators are ridiculous , some had deliberately refused to hand in the equipment and started telling us lies that they got lost but when we threatened to arrest them they surfaced with them,” Dr. Mukiza said.

He also revealed that so far a total of 114, 327 out 115,846 Enumerators have been paid their allowances and this make 98.7% and only 1, 519 who haven’t been cleared have pending issues as mentioned above. A total of UGX 88.7billion have been spent on payments.  

According to UBOS boss, the Enumeration Supervisors were 14,646 of which 13,272 have been cleared and 1,371 are yet to be paid pending correction of their details.

He also retaliated that, the Census 2024 was 99% supported by the Government of Uganda with a tune of UGX 328.74 billion and the development partners such as UNHCR, UNDP and UNFPA all contributed 1% amounting to UGX 18.5 billion

Processing and analysis of Census 2024 data to the village level is ongoing and final results will be disseminated at the end OF September 2024.
