As the National Census activity enters day five, enumerators are crying foul play and have shared their dissatisfaction with the Uganda National Bureau of Statistics (UBOS) for not honoring was agreed upon as far as payment of their allowances is concerned.
Payment to enumerators by UBOS commenced yesterday and some were paid part of their allowance well as others haven’t received a single coin.
According to one of the supervisors whose name is concealed for fear of being a victim of the circumstances said that they were told in the training that they will be paid a total allowance of UGX 800,000 for the service rendered to government in the ten days exercise of which 20,000 was for transport and 50,000 regarded as lunch allowance but they have received UGX 470,000 and 200,000.
The communication office of UBOS Joshua Sekalega when contacted via phone said that the bureau has not completed payment those who have not yet been paid their allowance will get it in the shortest time possible while on part payment he said that part of the money may have been deducted for effecting tax payment.
He also said that UBOS had asked both URA and NSSF to exempt the enumerators allowances from deductions but it seems they haven’t granted the request.
Some enumerators contacted by this website say that they are working in had conditions, they move around villages on empty stomach without even transport means yet UBOS had promised to cater for that in terms of paid allowance. This has since slowed down their work.
Meanwhile preliminary results indicate that a total of about 5.5 million people have been enumerated from slightly over 2.6 million households.
