KCCA COUNCIL FAIL TO CONDUCT BUSINESS IN COUNCIL MEETING DUE TO LACK OF STATIONERY

Kampala Capital Authority (KCCA) fail to conduct business due to lack stationery materials which hungered the speaker Zahara Luyirika.

On Tuesday the speaker had convened council meeting to discuss several matters and the order papers had items like City Abattoir ownership and leadership, tax on billboards, Gender based violence and election on new standing committee chairpersons but due to lack of stationery there was no serious business discussed save the election new heads of the different committees.

We don’t have stationery is the Lord Mayor is complaining about the same. Its seems the technical wing that is supposed to procure the materials is doing it deliberately to fail us.’’ Luyirika said.

She said that council meeting lacked documents on which councilor’s base on when they are deliberating on an issue outlined on the order paper and this forced her to adjourn the meeting to Thursday this week when they will discuss about how to streamline the ownership of the city Abattoir and taxes on bill boards put in the city.

Luyirika however said that all committees that are running the city Abattoir should stop immediately because they have been collecting fees on behalf of the so called ‘mafias’ and funds do not enter in the coffers of government.

She also said that utility providers are demanding KCCA Ushs 500m which arrears accumulated in the last 2 year yet there is no any single coin that is entering into the accounts of the Authority.

The Lord Mayor Erias Lukwago said that there are KCCA officials who have been charging fees on billboards that are put in the city but the fees do not come into the coffers of KCCA and they have resorted to sabotaging and fighting council so as it can fail to discuss and pass the ordinance on such matter.

Lukwago singled out Lilian Ochom one of KCCA staffs who collects fees on behalf of other officials. He said the collected in the disguise of KCCA charges yet there is no law that allows them to collect it. According to the Lord Mayor, the amount per billboard go the tune of Ushs 10 million a huge one per year. This website tried to reach Ochom but her phones were un available.

As the Authority political heads, we want to tax only the billboards of corporate organizations and lead sign posts of institutions like schools , medical centers and small businesses like shops. Billboards also put in junctions should also be removed such that KCCA can put heritage things to make the look beautiful.’’ Lukwago said.

The parliamentary committee on Statutory Authorities and State Enterprise (COSASE) order KCCA council to enact and ordinance that will streamline the collection of fees on billboards and sign posts put in the city.
