Kampala Capital Authority Council meeting passed a resolution stopping the procuring of Land that is needed to manage and recycle garbage collected from the city.
The resolution was passed on 15th October 2024 after council getting a report which was read to council members by Lord Councillor Solome Nakiridde Sebina the head of .
Council Speaker Zahara Luyirika said that there’s no need for government to waste tax payers money on acquiring another piece of land for the establishing of a plant that will do the recycling of garbage to make out products like fertilizers since there’s KCCA already owns land at Ddundu in Mukono District Kasenge-Nakawuka and Kiteezi sites both in Wakiso District.
Other resolutions passed by council are, government should by recycling plant to which will be used to add value to garbage which should be installed at Kiteezi since this is near compared to other sites. Inspector General of Government office should also investigate the Kasenge land issue where residents of the area committed government to court asking it to deter government from displacing them.
The speaker said there’s conflict of interest Kasenge residents’ court case because Kasenge residents are being represented in court by the Lord Mayors law chambers of Lukwago and Company advocates.
Kasenge land should be fenced to deter encroachers from encroaching on it and filling of Kiteezi garbage landfill should stop with immediate effect, KCCA internal audit should also carry out a forensic audit on the funds that have been allocated by authority to cater for management of garbage.
On the investor got by government speaker Luyirika said that as the authority’s council, they are not aware, they also just read in newspapers about the acquisition of the investor who is going to invest in the activities of adding value to garbage.
“ Council doesn’t know about the investor. We also don’t know what he/she is going to do here and we don’t even want to talk about it,’’ Luyirika said.
The speaker howver warned government that KCCA council should be involved in the exercise of getting the investor because they play the oversite role and there’s way they can fulfil their role when the investor got doesn’t know that KCCA council exists.
“We are likely to face the similar challenges like we faced with the Chinese road constructors in two years to come when the investor for garbage management starts doing work. We need to know his/ her contract obligation,’’ She cautioned.
Meanwhile government has closed Kiteezi camp where victims of the garbage slide tragedy have been camping since the occurrence of the incidence. Each family according to the Minister of State for Kampala was supposed to get UGX 2 million for rent as a short term intervention as government is working on the long-term solution of resettling them. The families which lost their beloved ones each was supposed to get UGX 5
