KCCA ROADS COMMITTEE CHAIRPERSON GRILLS NWSC ENGINEERS AND ITS CONTRACTORS FOR DESTROYING ROADS

The Chair Person of KCCA City roads committee who also doubles as a member of Parliament for Nakawa West Eng. Ronald Nsubuga Balimwezo grilled National Water and Sewarage Engineers and Contractors for destroying KCCA newly constructed roads in the City saying this leads the wastage of tax payers money.

This occurred in the meeting at KCCA were Eng. Balimwezo called the parties to find means of resolving the challenges. He said a case in point is the Mutungo- Biina road which had just been completed by KCCA but after NWSC destroyed the road while installing water pipes.

Balimwezo vowed to arrest and prosecute whoever is destroying and damaging the roads because after they are destroyed the public turn on KCCA and other City leaders blaming them for not rendering better services to them.

“ I will arrest and prosecute whoever is destroying our roads because they take a lot of tax payers money. Whoever destroys any road while digging ditchs for pipes must be able to repair or risk being arrested and taken to court.” Eng Balimwezo said.N

The General Manger of NWSC in charge of Kampala Eng. Mahmood Lutaaya accepted the mistake but said that this is committed while extending Water to people of Kampala .He said that in the meeting with KCCA they resolved and agreed to work together such that when there is a damage the concerned party will take the responsibility of repairing or reconstructing of what has been destroyed.

“ We have resolved and agreed to that as we award contracts to the contractors, there should be a provision where they carry out a responsibility of repairing what has been damaged in the process.’’ Eng. Lutaaya said.

He also said that even KCCA contractors also destroy the water pipes but they have been leaving the responsibility to his corporation to incur the liability. He denied the allegations that the people who were arrest on grounds of destroying KCCA roads are workers of NWSC.

The Executive Director of KCCA Dorothy Kisaka said that government entities should no longer working in isolation anymore because Cabinet resolved and put up a policy were they should work hand in hand to avoid such challenges and loss to government.

“We need to work together if we are to avoid spoiling each other’s work as well as wastage of resources on repairing he damaged work.’’ Kisaka said.

She also said that 28 roads will be constructed in the next 12 months and the city will change in that period even the potholes will have reduced significantly because government have already released the funds for the first quarter.
