MINISTER KABUYE KYOFA TELLS LUKWAGO TO LEAVE POLITICS AND TRY FARMING

The Minister of State for Kampala Kabuye Kyofatogabye attacks the Lord Mayor Erias Lukwago, who he advised to go back to his home area and try farming if he has failed politics instead of criticizing the procurement of condoms to be put in the public toilets.

Minister Kabuye said that there many people especially the youth have acquired HIV Aids virus according to the latest research  and this prompted KCCA to devise meaning of controlling the rapid spread of the killer disease in Kampala and this necessitated the buying of condoms to be distributed free of charge but the Lord Mayer is against it.

While addressing the media after KCCA suppliers conference which was held at Imperial Royal Hotel in Kampala, Kabuye said that the foreigners who are working for the contract companies here have had babies with the local women here and when their contracts end they go back to their respective countries and leave the women to suffer with their children,

Besides this he also said that HIV Aids have increase much mostly among the youthful population and this can partly be curtailed through the supply of free condoms.

“If the Lord Mayor don`t have what to talk to the public, he should go back to Kalungu, his home area and try out farming instead of criticizing every project that government is undertaking.“ Minister Kabuye said.

The Minister also warned the Road Contractors whom he accused of doing shoddy work and where at times they take very long time beyond that was agreed in their contracts to accomplish the job. He said that this delays the government programs and in the end the government is accused by the opposition and the general public for failure to serve the citizens well.

He also said that the policy requires that when foreign company wins a contract, 40% of the work should have the local content but these companies do not adhere to this policy. He vowed to follow this up and he said that at least 30% of the work of road constructions should be sub-contracted to the local companies owned by the citizens.

This will help the local consultants also to learn and copy the knowledge such that in future when the foreign companies go back repairing and maintenance of the road may become easy for the government.

“We are not going to allow any more for the contractors to get another contract before accomplishing the first job because we have realized that if a company gets several contracts, it makes it delay to complete the work on time due to lack of enough resources.“ He said.

He also vowed not to allow any company to acquire a new contract before accomplishing the old job because this will pave way for other contractors to get a job and work will be finished just on time.

The Lord Mayor Erias Lukwago expressed his disappointment in the absence of some major Contractors who are undertaking very critical road works, stating that such engagement is key in ensuring that they appreciate the importance of the projects they are executing and demands.

The Lord Mayor said contractors and suppliers need a shift in their dealings with KCCA and stop taking advantage of challenges that may arise from time to time and added that they need to appreciate that KCCA just like any other government entity is prone to bureaucratic delays.
