Ministers and the army did not appear in the session today where parliament passed a motion expelling state Minister of Lands, housing and urban development Persis Namuganza in a separate session.
Of the 356 MPs who attended and voted, 348 voted in favor of bringing confidence to Namuganza.
Five MPs opposed the no-confidence motion in Namuganza while three mps rejected the election and decided to remain silent.
The meeting was not attended by any minister and prime minister Robinah Nabbanja and the military did not appear despite the narrow parliamentary votes including the limit on the age of the president and the lifting of the age limit of the presidents elected by the military.
However, despite the absence of ministers and the army, member of parliament did not dismiss Namuganza and ordered her to leave office.
Parliament’s no-confidence motion against Namuganza came after it received a report by a committee chaired by Mbarara South member of parliament Mwine Mpaaka accusing Persis Namuganza of insulting parliament, misconduct and misconduct towards parliament.
The Constitution of Uganda under section 118 section number 2 gives the president the power to dismiss a minister and the same constitution gives the minister who has been expelled by parliament to be dismissed before the president dismisses him.
Despite parliament’s expulsion of Namuganza, there are still questions about whether President Museveni will be attracted to her.
