The police department has appealed to the Legal Affairs Committee of the National Assembly over the enforcement of the anti-homosexuality law. According to the police human rights officer, the law in the distribution is supposed to facilitate their work as law enforcement agencies , including separating the accused from the victims and separating the gender of the arrested if arrested.
He also reminded MPs that when drafting the bill they should keep in mind that once it is passed they should be given an increase in the national budget, which will be used for various things including the construction of special cells where the detainees will be kept.
However, this was rejected by MPs including MP Abdul Katuntu , who said that they were enforcing the existing law and therefore the excuse of additional funds should be dismissed. He said there are weaknesses in them as an institution and therefore the finance is not put on it
Similarly , the Law development center LDC also expressed its views on each clause starting with the penalties where attempting to do it and doing it all get the same punishment , and they pointed out that people will use this opportunity to throw others into trouble
In the same meeting with gay author Isaac Christopher Lubogo, who is also a lawyer, he also pointed out what would be improved in the bill including the definition of ‘Sex’ or gender and other things, and that if it is passed as it is the constitutional appeals court would dismiss it and that several other things need to be changed. He also said that the law should keep pace with the changing world as it is at the moment.
Lubogo urged the committee members to further study and investigate the practice, including studying various cases related to these acts.
The committee will table its report in the National Assembly on Tuesday next week.
