Assistant Commissioner of Police (ACP) Rusoke Kituuma has been appointed as the new police spokesman, replacing Senior Commissioner of Police (SCP) Fred Enanga, who has been given a new role to serve as deputy director for Interpol.
Before his appointment by Inspector General of Police (IGP) Abbas Byakagaba, Kituuma was a member of the Police Council, a role he assumed in 2023.
Kituuma, who holds a Master of Arts in Peace and Conflict Studies, has an extensive background in law enforcement.
In addition to his Master’s degree, Rusoke Kituuma holds a Bachelor of Arts in Social Sciences from Makerere University, where he graduated in 2004, and a certificate in Institutional Leadership and Management from Uganda Management Institute.
The new Police’s mouth piece is a son to the late Kajabagu Karusoke who was a senior lecturer at Kyankwanzi National Leadership Institute.
He has served as the Regional Police Commander (RPC) for East Kyoga and Busoga East respectively, the manager of security and enforcement at Kampala Capital City Authority (KCCA) and the Regional Police Commander for the Rwizi Region.
While at KCCA as head of security, Kituuma, role as head of security came under scrutiny by the political wing headed by Lorad Mayor Erias Lukwago after unknown thieves broke into the Authorities premises twice in 2019 and stole computer Central Processing Units belonging to the department of Engineering and since then he was transpired and given another other roles.
When Enanga was initially appointed, he took over from Judith Nabakooba, who is currently the Minister of Lands, Housing, and Urban Development.
After the assassination of Kaweesi, AIGP Asan Kasingye, then the director of Interpol, was named as the police spokesper however, he was shortly replaced by Emillian Kayima by IGP Kale Kayihura then.
Enanga bounced back to the position in 2019 after being reappointed by John Martins Okoth Ochola, who recently retired as IGP.
The reshuffle has come just after IGP meeting with President Museveni last week where some insiders intimated to this website that they duo discussed issues regarding deteriorating security leading to even broad day lobber.
